There is A Story Here June 24, 2008 There is a story unfolding in this sleepy town of Homeland and the areas surrounding it. Just drive eighty miles north from San Diego. After you pass the Hemet turnoff (Highway 74), look at the mountains to the east of you about a mile and a-half up the freeway. This is the site where a private military and police training facility is to be built. The mountains are boulder-strewn and  look like the terrain in Afghanistan, says John Choate, the owner, who knows Afghanistan well as he was there after 9/11.(1) But as with any story, there are twists and turns, just like the country roads of this rural town, a dirt road you may only travel down if you were lost, or just looking for country roads of yesteryear. The population is around 900, with soft-spoken folk, who enjoy the country and the solitude, or for others because it s affordable living. But, as in any town they are mostly good people, but just a lot poorer. Now John Choate and his siblings, who inherited this property from their Grandfather, are now transforming this 200 acre ranch-setting into a project very unsettling to many neighbors in this area. When they think of the Procinctu Project, some residents think of Blackwater USA and other private military companies, which is a little jarring to their senses. Does Procinctu, which means  dress for battle and prepare for war have similarities with well-known paramilitary- like companies? Let s look at the facts below. Then do some research, mull over the contents, and form your own conclusions. It was founded in 2003. As of February 8, 2007 Triple Canopy is building a tactical training center in Wallace, South Carolina. The article states that it can  meet& the demand for training services from U.S. government agencies, state and local law enforcement agencies, non-governmental organizations as well as private corporations. (12) Triple Canopy states that it  is expected to meet the increased demand for the training of military, law enforcement and homeland security personnel. (13). It was one of three PMC chosen to provide supplemental security personnel at U.S embassies worldwide.(14) On September 7, 2005, four security professionals & were killed while in protective security operations for the U.S. Department of State in Basra.(15) ------------------------------------------------------------- Now you tell me which company is which if you remove the names, the locations, the founders or any other telltale sign. They are as similar as the drab camouflage attire these security personnel wear in the United States or on their special-operation missions abroad. The roads a little bumpier, now, on this country road of Briggs, just as it was for the rural area of Potrero several months ago when Blackwater West entered their area with plans to construct a tactical training center. However, concerned citizens and activists like Ray Lutz, combined their forces and talents to successfully curtail Blackwater West from constructing a site there. Petitions, anti-Blackwater protests, rallies, city-council members, congressmen, lawyers, etc. joined forces against this 3. corporation. In March of this year,  Blackwater abandoned a proposal for the 824-acre center in Potrero, citing noise tests that showed gunfire would exceed local standards. (16) Yet, the good fight against Blackwater continues in another location in San Diego, the town of Otay Mesa! So, yes, with a lot of gumption and perseverance small-town rural citizens, along with their city counterparts are working together to save their communities from corporate war machines marching into their lives So what is the future of the country atmosphere of Homeland and the towns surrounding it? With a united citizen s group, along with outside individuals willing to invest their talents, determination and energy, changes can be made. Perhaps, they can begin questioning why their councilman, Supervisor Marion Ashley, plus the entire Riverside County Board of Supervisors, approved the project in the first place? We ve heard some reasons, but they are shallow at best. These country folk want to find out the real answers! Why, Mr. Ashley, are you allowing a private military company to build in the valley and on the mountains above us? Perhaps there is a story unfolding here.
