"Total Blank" figures are available only in the raw XML file used to generate the http://www.sdvote.org/election/primary.xml page.

"Total Votes" is the votes for all the candidates summed.
"Total Votes + Blank" is the "Total Votes" added to the (you guessed it) the "Total Blank" votes.
"Other Votes" is the "Total Counted" minus the "Total Votes + Blank". Bob McDaniel says these are the random write-ins, the so-called "Donald Ducks".

The Number and Percent of Precincts Reporting is a very confusing figure. I discussed this with the Registrar of Voters. First, there are a number of physical precincts, and there are a number of absentee ballot types. For the city of San Diego, for example, there were a total of 1903 precincts shown in their reports. Of these, 257 are absentee ballot type, and the remainder, 1646, are physical precincts.

When they first start displaying the results, they show 257 precincts reporting. These are actually the absentee ballot types. But, these are only partially counted at that time. The physical precincts come in a bit later, and they are essentially completely counted as soon as they report. The ballots are scanned at the polling place so the results from those precincts can be updated immediately. So as soon as more precincts are "reporting" they are actually completed with their counting.

Meanwhile, the initial 257 ballot types have not been finished being counted until over a week later. When you read "100% precincts reporting" it implies that they are done being counted, but that is not the case. The initial 257 pseudo-precincts aren't finished until later. The Union-Trib acts like the election is over, but a large percentage of the ballots were not yet counted. I don't think most people understand this.

To make matters worse, more and more people are signing up to be permanent absentee voters. This year, they said over 350,000 voters were permanent absentees. In 2002, it was only about 15,000. That's a huge change and their reporting has not kept up.

If they were to report this correctly, they would say that 0% are counted until they are actually finished counting them. At the end of the first day, they still had 65,000 ballots to scan. That means the 257 "precincts" are not counted yet, and in our area, and only 48% of the precincts are fully counted. I'm sure they don't do this because everyone expects them to be done right away, and so they produce this deceptive output.
