CD50 DEBATE -- PLEASE COME TONIGHT

  • 26 Sep 2014 -- CD50 Debate tonight between Duncan Hunter Jr and James Kimber
Cuyamaca College will host the only debate between U.S. Rep. Duncan Hunter and challenger James Kimber in the campaign for the 50th Congressional District seat. The debate is set for Friday, Sept. 26, from 7 to 8:30 p.m. in the Cuyamaca College Performing Arts Theater, Building B, 900 Rancho San Diego Parkway, in Rancho San Diego.

We really need a lot of support for James Kimber. He is an excellent candidate and the debates should be very interesting.

Election Integrity Team Meeting

  • 30 Sep 2014 -- Election Integrity Meeting Tuesday, 9/30, Mission Valley Library

  • WHEN: TUES. SEPT. 30 6PM to 7:45PM

AGENDA:

We will discuss our experience with the Snapshot Election Oversight procedure and make plans for this upcoming election. This procedure is really very simple to implement as it takes only a couple of visits to the Registrar of Voters office. Please let me know if you want to be on the electionintegrity@citizensoverisght.org mailing list!

Rock Church ECPAC Takeover

We submitted a new letter covering "Ten Conditions" under which renting the ECPAC theater is possible, after we earlier submitted a 30+ page document detailing the legal limits of such rentals. The list of conditions:
  1. Used primarily as a "Performing Arts Center" that may rent to religious groups, rather than the Rock Church that has some spare time for local groups.
  2. Term of the agreement - One year or less, and preferably much less. So the 10, 15, and 35 year agreements are too long.
  3. Frequent Review and Fair Arbitrarion - Other groups can compete to use the theater using a fair system to decide who gets to use it.
  4. Any religious group cannot also "run" the theater, cannot decide who can use it.
  5. Schedule must be flexible for non Sunday uses so other groups can get in.
  6. Rates no more advantageous than given to any other nonprofit group.
  7. Rental Agreements must be "At Will" so the city an get out of them.
  8. Grossmont Cuyamaca Community College District must get first shot at 5 days per year for their events.
  9. Any new building must be accessible to the public on an equal basis and not dedicated to the establishment of a church.
  10. Establish an independent oversight board.

Southern California Edison Submits Revised Settlement Draft

On Tuesday, 23 Sept. the utilities held a teleconference call to go over the changes to the proposed $3.3 billion settlement, incorporating the changes from the recent ruling by the assigned commissioner (Florio) and the Administrative Law Judges (ALJs). The meeting had no real questioning from the non-utility attendees except for questions from myself (Ray Lutz) and from Jean Merrigan of "Womens Energy Matters (WEM)" of the bay area. The law firm of Aguirre and Severson did not participate in the conference call.

On the next day, SCE submitted the new proposed settlement to the commission. The changes made are mostly inconsequential and avoided the "elephant in the room" issues, mainly the fact that no real investigation was conducted.

Now, it appears that they will issue a proposed decision (PD) followed by it being taken up by the Commission itself. We have asked for oral arguments and so when that happens, it will require a trip to S.F.

Closing

In the interest of not making this too long, it will be held to the minimum. I hope this regular email blast will help keep everyone up to date and help you to be able to participate more productively.

As always, we will also ask for your kind contributions to help fund these activities! http://www.copswiki.org/Common/DonateToCitizensOversight

Warm personal regards, --Ray Lutz
