This is apparently the deal Blackwater needs as they pull out of Iraq... $1.4 billion gift from Bush.

The "War on Drugs" may be used as the substitute for the "War on Terror". Yet another "idea" to fight. The Efforts Of Mexico To improve The Security Deserve All Our Support

Mexico, D.F., 22 of October of 2007 - "This morning President Bush spoke with President Calderón to communicate to him that this advancing to the Congress of the United States a budget of 500 million dollars like part of a program of 1.400 million dollars to support the cooperation with Mexico in security subjects. Some minutes ago, President Bush made this intention public. The president also asked for 50 million dollars to such face dangers of the drug trafficking in Central America. This initiative, result of the meetings between Presidents Bush and Calderón in Mérida, represent a tendiente change fundamental to reinforce our strategic alliance, in addition it is the project more aggressive than ever to fight to the Mexican cartels of drugs and the violence that direct the citizens of our two countries.

This initiative would support coordinated strategies:

  • Produce a hemisphere more safe and secure in which the criminal organizations no longer are destabilizing governments and threatening the national and regional security; and
  • Stop the illicit drug entrance and distribution transnational and threats in the region and to the United States.

In order to obtain these goals, President Bush is asking for funds to manage:

  • At the moment to improve the programs in operation in the agencies of security of our allies for the monitoring of its territories, and for the fast answer of the forces of security in the operations against the narcotics traffickers when allowing them greater mobility

Reduction of the Demand of Drugs:

The United States has done more than any other industrialized nation to reduce the illegal drug consumption between their population. Los Esfuerzos De México Por Mejorar La Seguridad Merecen Todo Nuestro Apoyo

México, D.F., 22 de octubre de 2007 ? ?Esta mañana el Presidente Bush habló con el Presidente Calderón para comunicarle que esta avanzando al Congreso de Estados Unidos un presupuesto de 500 millones de dólares como parte de un programa de 1,400 millones de dólares para apoyar la cooperación con México en asuntos de seguridad. Hace algunos minutos, el Presidente Bush hizo pública dicha intención. El presidente también solicitó 50 millones de dólares para enfrentar los mismos peligros del narcotráfico en Centroamérica. Esta iniciativa, resultado de las reuniones entre los Presidentes Bush y Calderón en Mérida, representa un cambio fundamental tendiente a reforzar nuestra alianza estratégica, además es el proyecto más agresivo que jamás se ha propuesto para combatir a los cárteles mexicanos de las drogas y la violencia que dirigen los ciudadanos de nuestros dos países.

?Los vínculos geográficos, económicos y demográficos que tenemos con México y la región resaltan la importancia que tiene para nuestro interés nacional en seguridad el poder reducir las amenazas del crimen y la violencia que se ciernen sobre nuestras sociedades. Este nuevo marco permitirá crear un hemisferio más seguro y libre de peligro, en el que las organizaciones criminales ya no puedan amenazar la seguridad regional ni nuestras poblaciones. También evitará la entrada y distribución de las drogas ilegales, al igual que las amenazas del terrorismo internacional, por toda la región.

?Durante mis cuatro años y medio como embajador de los Estados Unidos, he visto cómo la violencia causada por el narcotráfico se ha esparcido rápidamente en México, el cual se ha convertido en un país consumidor a la vez que funge como trampolín primario para las drogas ilícitas que entran a los Estados Unidos. Criminales organizados han asesinado descaradamente a policías y altos funcionarios mexicanos, y miles de civiles han sido afectados por el fuego cruzado. El año pasado ocurrieron más de 2,000 asesinatos relacionados con las drogas; y este año ya se han reportado más de 2,000 hasta la fecha. Este reto nos afecta a nosotros de manera igualmente dramática, ya que incontables miles han muerto o han arruinado sus vidas debido al corrosivo impacto de las drogas que los cárteles mexicanos contrabandean a los Estados Unidos.

?Sin embargo, también he visto como México se ha convertido en un socio fundamental en nuestros propios esfuerzos por combatir al narcotráfico, adelantarse al terrorismo, y enfrentar otras amenazas transfronterizas. Desde que tomó posesión de su cargo en diciembre pasado, el Presidente Calderón ha tomado una valiente postura contra los criminales transnacionales que actualmente amenazan a México, y la disposición de su gobierno de trabajar a la par con los Estados Unidos representa una oportunidad histórica de solidificar el lugar de México como nuestro socio cabal, próspero y democrático en Norteamérica. El gobierno del Presidente Calderón ha demostrado un compromiso sin precedentes por mejorar la seguridad pública, ha lanzado agresivas operaciones antidrogas en diez estados, ha aumentado la paga de militares y agentes de la ley a nivel federal, además de esforzarse por hacer que dichas instituciones sean más transparentes y efectivas. Por otra parte, a pesar de la ofensiva de México contra la narcoviolencia, ésta se ha derramado a estados que no habían sido afectados tradicionalmente, y ha cobrado un tributo en el aumento en asesinatos de altos funcionarios de la ley.

?A pesar de los riesgos que conlleva, México ha reforzado la cooperación en procuración de justicia con nosotros, y ha extraditado a los Estados Unidos para su enjuiciamiento a 73 de los peores criminales, incluyendo al líder del Cártel del Golfo; ha incautado cantidades cada vez mayores de drogas y dinero mal habido, y ha tomado el liderazgo para crear una estrategia regional con el fin de mejorar las intercepciones transnacionales. Los significativos esfuerzos de México, y la importante labor conjunta que ya estamos desarrollando deben ser aplaudidos. Sin embargo, todavía falta hacer más, y éste es el momento para hacerlo.

?La más importante medida que podemos tomar es aliarnos con el Presidente Calderón en la lucha de su gobierno contra esta creciente violencia. Además de explorar modos adicionales de mejorar nuestros lazos económicos, reducir la pobreza regional, y mejorar la seguridad fronteriza, también tenemos que redoblar nuestros esfuerzos por reducir la demanda de drogas en Estados Unidos, y mejorar nuestros controles sobre las armas, el dinero en efectivo, y los químicos precursores que son introducidos a México de contrabando. La Oficina Nacional de Control de Drogas de la Casa Blanca recientemente anunció que la intensa ofensiva contra el narcotráfico y su resultante violencia, por parte del gobierno de México en coordinación con los Estados Unidos, ha resultado en una sustancial disminución en la disponibilidad de la cocaína, con su consecuente aumento en los precios, en los E.U. Esto ilustra claramente que sí están funcionando los esfuerzos cooperativos entre nuestros dos países.

?Los mexicanos comprenden lo que está en juego, y se dan cuenta que la seguridad es tan prioritaria para ellos como lo es para nosotros. El México de hoy representa un nuevo sistema democrático en el que los diferentes poderes del gobierno, los principales partidos políticos, y miembros de la sociedad civil mexicana se han unido para apoyar lo que se ha convertido en una extraordinaria campaña contra la violencia y la barbarie. Los mexicanos no se engañan ante la severidad del problema que enfrentan, por lo cual una importante mayoría apoya la campaña del Presidente Calderón contra el crimen organizado.

?Esta iniciativa tiene el fin de mejorar la paz y la seguridad de todos nuestros pueblos mediante una mayor cooperación. Le dará a México y a Centroamérica acceso a herramientas, entrenamiento y técnicas adicionales que les permitirán iniciar una nueva época en lo que concierne al crimen organizado y las amenazas transnacionales. Aunque sus metas sean similares, esta iniciativa es claramente diferente de anteriores esfuerzos regionales en su operación. Este programa es una auténtica sociedad en la que cada país asume su parte de las responsabilidades compartidas y los esfuerzos recíprocos para combatir a los traficantes que suministran las drogas en México, al igual que a la demanda en los Estados Unidos, con cada país llevando a cabo acciones adicionales, más agresivas y coordinadas, en sus respectivos territorios.

?El Presidente Bush ha tomado el primer paso al solicitar fondos dirigidos específicamente a la cooperación en el campo de la seguridad con México y Centroamérica. Ahora el Congreso de E.U. tendrá que actuar para hacer realidad esta propuesta crucial de seguridad. Tenemos la oportunidad y la responsabilidad de unirnos con nuestros vecinos, y demostrar que estamos empeñados decisivamente en desarticular a los cárteles de las drogas, quebrantar el flujo de los narcóticos y su resultante dinero que tan peligrosos son para nuestra frontera compartida, y en liberar a nuestras respectivas sociedades de la violencia causada por las drogas.?

Esta iniciativa apoyaría estrategias coordinadas para:

· Tecnologías que mejoren la capacidad de nuestros socios de recabar información de inteligencia que les permita tomar acciones de procuración de justicia

· Capacitación que apoye el compromiso que México y Centroamérica tienen de racionalizar y profesionalizar sus organizaciones de procuración de justicia

· Medidas para aumentar la capacidad y entrenamiento para complementar acciones tomadas por gobiernos de la región con el fin de reformar procesos judiciales, responder a las preocupaciones de la ciudadanía, y reforzar la administración de las prisiones

· Apoyo para ONGs y agencias mexicanas que laboran para reducir el creciente uso de drogas en México

· Programas de equipamiento, entrenamiento y acción comunitaria en países centroamericanos con el fin de implementar medidas contra las pandillas, y ampliar el alcance de estas medidas en la región.

Apoyo de los Presidentes a la Estrategia Regional:

?Los Estados Unidos están comprometidos a apoyar esta estrategia común para resolver un problema igualmente conjunto. No me estaría comprometiendo a esto si no estuviera convencido de que el Presidente Calderón tiene la voluntad y el deseo de proteger a su pueblo de los narcotraficantes. Reducción de la Demanda de Drogas:

Los Estados Unidos han hecho más que cualquier otra nación industrializada para reducir el consumo de drogas ilegales entre su población. Con una amplia gama de esfuerzos, ha sido exitoso en reducir el consumo de cocaína entre las personas de 18 a 25 años casi en 60% desde el máximo histórico de 1979, y el consumo de drogas entre los jóvenes se ha reducido en 23.3% desde que el Presidente Bush anunció su Estrategia Nacional para el Control de Drogas en 2002. Reducción en Tráfico de Armas:

En 2005, la Oficina de Alcohol, Tabaco y Armas de Fuego lanzó su iniciativa de la frontera suroeste para atacar la infraestructura de las organizaciones criminales que trafican armas por la frontera. Nuevos programas para compartir la capacidad de rastreo con las agencias mexicanas ayudan a cerrar los corredores de contrabando, expanden el intercambio de inteligencia en tiempo real, y agresivamente buscan procesar a los responsables, lo que ha resultado en un incremento de incautaciones y arrestos de individuos que buscan traficar armas entre las fronteras.
