In the third meeting after the recall election when five pro-Blackwater members were replaced by volunteers who voiced their opposition to the Blackwater West project, the Potrero Community Planning group appointed three new board members from members of the community. Those seats were vacant after it was found that they were never confirmed by the San Diego County Board of Supervisors. Also, the meeting covered the long-term regional plan.
