This meeting was scheduled on August 26, 2008, one day after the final comment period closed for the Recirculated Draft Environmental Impact Report (RDEIR) for the Sunrise Powerlink (SRPL) project. The RDEIR was recirculated specifically because of the "La Rumorosa Wind Energy Project". Later, that was renamed "Baja Wind", and that was the title used in the Federal Register. However, at the meeting, it was called the "Energia Sierra Juarez" project, just to make things difficult. No official at the meeting had read even the introduction to the RDEIR of the SRPL, and apparently the specifications of the project have changed remarkably since the RDEIR document was prepared.
The remarkable thing about this meeting was that the DOE officials would not allow the Sempra Generation and Sempra Energy Representatives answer any questions on the record, until, that is, until Diane Conklin and Ray Lutz put the pressure on and they finally relented. The Federal Register says the meeting is to allow the public to ask questions, but apparently there is no desire to answer those questions. Also, the chair and co-chair would allow Sempra officials to communicate with notes and not include those communications in the meeting record.
Needless to say, such meetings point out the ridiculous manner in which these DOE officials work with the applicant, almost as if they are on the same team, and the public is relegated to a position of weakness.
Of special note is about 1 hour into the video when Diane Conklin starts to ask SDG&E specific questions, to be answered on the record. Alberto Abreu takes a note up to the DOE chair and co-chair (when the camera is focused on the industry reps) without entering it into the record. This is the event being described by a member of the public later in the meeting.
