A. private company named Procinctu is facing increasing opposition to its plans to construct a security training facility in Riverside County. Former Navy Seal and Procinctu founder John Choate wants to transform 194 acres of property in the town of Homeland into a multi-million dollar center complete with a driving track, gymnasium, and indoor/outdoor firing ranges. Slated to be dubbed, “The Ranch,” the private for-profit company purports that its training services would be reserved for government, police and military personnel. When the Riverside County Board of Supervisors approved the plan to construct the facility more than a year ago, this claim was used to deem it an “educational institution.” Under such a definition, Board members issued Procinctu a public-use permit and expedited the project under a “Fast Track Authorization” it would not have been normally entitled to. Criticizing the actions as improper concerned residents have organized against the establishment of the security training facility. A protest outside the Riverside County Administrative Office is taking place as we speak and is demanding that the approval for the training center be revoked.
