Request for information and public records sent to the Registrar of Voters on November 20, 2008.

Background

The 1% manual tally reports, as prepared by the San Diego County RegistrarOfVoters, is quite insufficient.

  • No report submitted for June 3, 2008 primary on 11-20-08 -- This report was supplied by San Diego County RoV on 11-25-08 Read it.
  • Feb 5, 2008 Manual tally Report included severe discrepancies with no attempt to explain them. The registrar re-ran the automated counts to find 8 missing ballots, and they did not discover why the ballots were missing. By extension, approximately 800 ballots were missing in the election.
  • The Feb 5, 2008 Manual Tally Report did not provide any report on vote discrepancies, only reporting ballot counts and grand total of all votes. Therefore, vote substitution was not detected nor reported.

Timeline

  • 13 Jan 2009 - Reduced PDF file sizes and uploaded the PDFs to the web site (attached at the bottom).
  • 07 Jan 2009 - Scanned manual tally sheets at RoV office
  • 02 Dec 2008 - Manual Tally report submitted to the public, slightly improved from prior versions.
  • 25 Nov 2008 - Response by County Counsel R00016 to C00016.
  • 25 Nov 2008 - Meeting with Deborah Seiler. She provided the Report for the June 3, 2008 primary
  • 20 Nov 2008 - Submitted Request to San Diego County Registrar of Voters (C00016)
  • 21 Nov 2008 - Attended meeting at Registrar of Voter's office and asked questions of Charlie Wallace, Lynn Schultz and Michael Vu. They said the Manual Tally report would be available on Tuesday, 2008-11-25.

* Secy of State site showing no report submitted by San Diego County as of 11-20-08 for June 3,2008 election.: After having a conversation with Miguel Castillo of the Secretary of State's office, he confirmed that counties may have submitted their report to other SoS departments, such as combined with their full canvass submission, and would therefore be in full legal compliance, but they still would not be shown in this list. He said they would look at changing the wording on this page to make it less definitive.
