A subsidiary of Blackwater Worldwide, Raven Development Group was formed to develop the Blackwater Lodge in Moyock, N.C. and since used as the permitee for the secret Blackwater Otay facility recently discovered. See also Southwest Law Enforcement, the name also used on the permits.
