Please note:
- RoV = "Registrar of Voters," the term used for election officials in California. In other states, they use other terms, like SOE (Supervisor of Elections) or perhaps County Clerk. In general, these are the election officials responsible for completing the election.

An important Addition
In addition to the cryptographic hash value which is a compression of the image data, image database should include a block-chain hash value, which is derived from the current image and the prior image hash value, thus making it extremely difficult to "stuff" the virtual ballot box with additional images. This is based on the block-chain concept introduced by Bitcoin. The concept is actually quite simple in practice, as it means only that current image hash result AND the prior block-chain hash are processed by the Secure Hash Algorithm so as to generate the current block hash result.
