CPRA REQUEST
Please provide the following documents:
1. Resignation by James Stieringer from position of City Treasurer, I believe sometime in 2006.
2. City Council minutes related to the above, I believe a closed session.
3. Citizen complaint prompting this action, the complaint based on the notion of conflict of interest of Stieringer occupying two seats in governmental bodies with overlapping jurisdictions.

The following is in response to your records request of April 4, 2011 regarding City Treasurer Stieringer:Mr. Stieringer announced he would not seek reelection in November 2006. (See attached City Council meeting minutes of January 24, 2006.) Mr. Eldon Vogt was elected City Treasurer in November 2006. (See election results in City Council meeting minutes of December 12, 2006.)
As for your other items, we have found no records relating to your request.

Dear Ms. Neufeld:Thank you for your help on this issue, I received those two PDF files.
I would like to find out if James Stieringer served the entire term, up through the last meeting in 2006. Did Mr. Stieringer attend the meeting of 2006-12-12? (i.e. please send me the first pages of the minutes for that meeting.) If not, please back up to find out the last meeting he attended.
Please confirm your reception of this request.
I know there was a citizen complaint based on the conflict of interest based on overlapping jurisdictions, but I have yet to find that document
again.

Dear Mr. Lutz,The City Treasurer position is not included in the roll call vote, and therefore we have no record of Mr. Stieringer's attendance at City Council meetings other than when the City Treasurer's Quarterly Report is being presented. The last Quarterly report presented by Mr. Stieringer was July 25, 2006. Administrative Services Director Ameling gave the October 24, 2006 report.

Subsequent to that response, I requested the paystubs for James Stieringer, which is attached. Indeed, it appears that he completed his term during the year 2006. He did not give the Treasurer Report for the 3rd Quarter, instead it was given by the Dir. Admin Services. So even though he was paid, it was not clear that he was completing the duties of the position.
