There were three big things accomplished here: 1. They admit that there is nothing in the record that can be used by the Commission to determine if the settlement is fair. 2. The settlement process used a series of secret meetings and likely was coordinated by Peevey, and others were not invited. This does not comply with their own rules. 3. SCE's stock went up because the settlement was much more tilted in their favor than they had earlier assumed.
