Total time recorded = 3 hrs 49 mins. After this initial tally was completed, the race was re-tallied to check on those results, so the total time should be doubled. (The method of counting ballots was not optimized for time.)
On Dec. 11, 2007, a vote-by-mail election was held to decide the fate of five planning group members who voted to approve the Blackwater West project. This was one of the first elections held after the Diebold voting machines were decertified by Secretary of State Debra Bowen, and conducted by Registrar Debra Seiler, former Diebold employee, and Michael Vu, former head of elections in Cuyahoga County Ohio, forced out of his job as elections chief Feb. 7 after two of his assistants, Jacqueline Maiden, 60, and Kathleen Dreamer, 40, were each convicted of a felony count of negligent misconduct with regard to illegally "rigging" the recount.
In this first segment, we learn that the ballots were removed from their envelopes without any public scrutiny. Then, the counting process begins. The purpose of this tape is not to become a

The result of the election was to recall all the pro-Blackwater planners and replace them with members who have expressed their displeasure with the project.
